On September 10th. Luet I had the honour of inform-
ing Mr. Whitelaw Raid that I had referred to the all-
thorities concerned the question of the extension of
the field of the duties of the Naval Attaché to the
Asrican Legation at Poking to include the British
possessions in the Far East.
I have now the honour to utate that the Governors
of Hongkong, the Straits Settlements and Ceylon huve
been informed of the desire of the United States Gov-
ernment in the matter, and have boon requested to af-
ford Lieutenant Commander Gillis Buch assistance in the
discharge of his duties as can properly be afforded
him.
I regret that the Government of India are unable
to sunction the extension of this arrangement to that
country, as it is contrary to the custom hitherto ob-
served by thum to grant facilities to foreign Naval
Attachés.
